{"id":36,"date":"2017-02-20T16:29:08","date_gmt":"2017-02-20T16:29:08","guid":{"rendered":"https:\/\/sliklight.com\/?p=36"},"modified":"2019-09-29T16:30:47","modified_gmt":"2019-09-29T16:30:47","slug":"demystifying-gulbuddin","status":"publish","type":"post","link":"https:\/\/sliklight.me\/?p=36","title":{"rendered":"Demystifying Gulbuddin"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The UN act of lifting sanctions on Gulbuddin Hekmatyar, snake eyed has\nraged a media debate as regards his future, political scene of Afghanistan and the\nimplications this reconciliations Vis a Vis Pakistan, and other parts of the\nworld where various armed struggles are going on. While there is no doubt that\nHekmatyar was a fearless fighter whose Hizb e Islami played a significant rule\nagainst the Russians. Till fall of Najeebullah, and rise of Taliban, Hekmat,\nhad sizeable number of fighters .But would his recent reconciliation with the\ngovernment &nbsp;&nbsp;make any marked difference?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Without\na doubt, Gulbuddin Hikmatyar was a mighty commander of his group amongst eight\nprominent groups who fought heroically against Russia, his past vigour and\nrelevance seems to have receded a great deal. Hailing from a Akhroti Tribe,\nGulbuddin is a hardliner Deobandi orientation and leaning, an erstwhile student\nof Moulana Tahir, elder brother of Major Amir, the self-styled hero of\noperation midnight jackal. He was well known for being snake eyed and cautious\narticulator in his circles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After\nthe Taliban\u2019s ran through Kabul, Hekmatyar retreated to Iran and then came to\nPakistan before announcing a jihad against the Americans in 2002.During all\nthese years his own militia suffered many losses: financial and chain of\ncommand as well. It is pretty hard to keep all warriors under one umbrella in\nthe absence of direct leadership and monetary interests. Moreover, he doesn\u2019t seem\nto have numerical strength and force to challenge the Taliban.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\nseems as though GB has evolved over these thirty five some years being in the\nbattlefield. Hekmatyar\u2019s latest announcement is likely to end his resistance\nagainst the US, as he has agreed to join the political set up which maybe was\nimportant for his survival, for no longer has the physical strength to carry on\nhis struggle in mountains and mules. Many members of his organisation and\nrelatives are a part of the present political set up.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In\nPakistan, though Jamat e Islami has been&nbsp;\n&nbsp;very close to Hizb e Islami, ideologically\nspeaking, and both had very close contacts during Afghan Jihad, nevertheless,\nin the current national and international scenario, JI would not take any step\nto earn the ire of the national and international establishment to be a\nsupporter of armed wings. Pakistan military would also not be in a position to\nsupport him physically owing the international commitments and compulsions. Now\nthe international blamers would not be able to hold Pakistan responsible for\nany action, overt or covert by Hekmat, for now he would be in the protection\nand prisms of the Ghani government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Many\nargue that Gulbuddin has sizeable a support amongst refugees in Pakistan. But the\ncircumstances in Afghanistan aren\u2019t that favourable to fascinate the refugees\nback to their homeland and vote Gulbuddin to form a government or coble a coalition.so\nthe refugee factor doesn\u2019t seem to be so much promising.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\nseems plausible that the Americans, the Russians, and Chinese have done well to\nbring Hekmat back to open from bankers; it might serve as a check any future\nalliance with the IS maybe thwarted. However, the move might isolate him from\nhis supporter warrior who would never want to be exposed and vulnerable. Even there\nis a strong likelihood that the disgruntled would join the Taliban which would\nfurther compound the problems of Afghanistan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What\nis the option then Hekmatyar is left with? There are&nbsp; many who are of the view that Hekmat would\nnot &nbsp;be able to enter &nbsp;Kabul in open ;which would make him acutely\nvulnerable to be targeted by local or foreign adversaries .Even during his &nbsp;premiership&nbsp;\nof Afghanistan, he barely visited Kabul, so the circumstances do not\nseem to be &nbsp;in his favour. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Also,\nthere are speculations that Hekmatyar and Haqqanis are close to each other, and\nHekmat is going to be the softer face of Haqqanis. Though, their past record of\nthem does not support this theory. Even during Afghan jihad, these two groups\ndid not have trust and coordination. \n\nHas Hekmat hit the\nright cord to stay relevant to present day Afghanistan or due to his age and\nunfavourable circumstances he is going to become an open prisoner?
